This submission focuses on the Philippines’ compliance under international human rights law on the promotion, protection and fulfillment of rights particularly in the Internet, and observes the following areas of concern:

  • Freedom of expression
  • Online gender-based violence;
  • Privacy and data protection

The previous UPR made no mention of the right to privacy, nor of any privacy related violations in the country. However, privacy issues, including State surveillance and data breaches have become more prominent since the last UPR.
