Statement on the DICT Cyberattack Warning: A Feminist Call for Digital Empowerment

The Department of Information and Communications Technology – DICT has warned of possible cyberattacks on November 5, 2025, in the form of Distributed Denial of Service (DDoS) or “traffic flood” attacks. They mainly cause slowdowns or temporary inaccessibility of targeted websites and apps, and do not typically involve theft of personal data or funds.


In terms of who may be behind these potential attacks, the Cybercrime Investigation and Coordinating Center (CICC), for its part, notes that the date, November 5, is usually recognized as a global day of protest by so-called hacktivists or hacker activists, who use the day as an opportunity to highlight their respective advocacies.


Both offices maintain that authorities are coordinating under “Oplan Cyberdome” to strengthen the government’s monitoring and response mechanisms.


Despite the general nature of the warning, the Foundation for Media Alternatives (FMA) takes this moment emphasize that digital threats are rarely gender-neutral. When online spaces falter, it is often women, LGBTQ+ people, and other marginalized communities—those who depend on digital access for safety, support, and justice—who are most affected.


On this month when we observe key events such as Transgender Week, and the International Day for the Elimination of Violence Against Women, we call on institutions and the public to view cybersecurity not only as a technical concern but as an issue of care, inclusion, and gender justice. Strengthening our systems must mean ensuring that everyone, especially the most vulnerable, remains connected, informed, and protected.
